On October 26, at 9 am, organised by the intellectual property law research center of Tsinghua university law school, "Internet copyright works filtering measures of law and policy issues" series of seminars was successfully held in small conference room, Mingli building. Many well-known network technology service provider were here,  discussed around the "Internet copyright data monitoring", "cloud disk infringement", "web crawler", "technical filter" and other intellectual property rights frontier issues .

When meeting started, Professor Cui Guobin raised oriented issues from five aspects around "the prevention technical measures of uploads and distribution of Internet copyright works, and its corresponding legal standards", "the approach and error mechanism of preventing infringement via technical filter", "The specific impact of network service providers and users".
Subsequently, the CEO of Firstbrave Information Technology Company, Wu Guanyong, and the Secretary General of Capital Copyright Industry Alliance (CCIA), Han Zhiyu, had their background speech topics .

Wu Guanyong made brief introduction about the filtering technology and the present situation of cloud disk tort, and pointed out that through the automatic extraction of the fingerprint characteristic from the video, text, audio, images, and other copyright works, we can compare and analysis the source works content characteristic and the target content feature in the content server fingerprint identification feature library, so as to complete the copyright content filtering requirements and the effective management of content, and can draw the similarity of copyright works and infringement materials to form legal evidence. Han Zhiyu interpreted the thesis from three aspects such as the content of the network copyright work management and rights management, obligations and responsibilities of service provider, laws and regulations of National Copyright Administration (NCAC).

After a short break, Sogou company legal director Gu Wenyang copyright protection, Letv company legal deputy director Liu Kai, Qihoo 360 company intellectual property rights and policy manager Wang Shu, Tencent, Baidu and other famous enterprises, took part in the discussion, around the background thesis and the subject matter involved the specific issues.
The executive director of Tsinghua University International Intellectual Property Program, Jiang Ge, raised doubts about "accuracy" and "integrity" of filtering technology measures, and showed the view of legal liability distribution problem that technical measures brings.
